Three months after its launch, automotive still dissatisfied with the implementation of tax called "green" they must pay all those who purchase a particular vehicle and zero kilometers that emerged from the tax reform.
Besides pointing out that the tax does not penalize the most polluting sources such as trucks, buses and fijas- sources in the automobile industry they say is a tribute not get the tax collection purpose. They add that the disincentive it implies for consumers is hurting sales and therefore VAT collection for the treasury.
According to estimates by the National Chamber of Commerce Automotriz de Chile (Cavem, guild brings together automotive dealers) in the first three months of this year sales of new vehicles have decreased by 20 thousand units compared to the same period of 2014, when about 87,700 units were sold. This, added the entity, means $ 32,731 million less VAT collection. This, in turn, believes that the average price to the public of a car in our market is $ 10,250,000, implying a tax of $ 1,636,555 per unit.
In Cavem also they projected that the total collection of "green" tax this year will be about $ 21,572 million, less than half of the $ 46,687,000 originally covered by the Budget Office, Dipres (see table) in tax reform.
In January, the Treasurer General of the Republic, Hernán Frigolett, projected that by 2015 about $ 60 billion would be raised by this concept, based on a market of about 250 thousand vehicles sold and an average tax around $ 225000.
But a few days ago, Frigolett told "El Mercurio" that this year this tax would raise about $ 22,400 million, including nearly 200,000 vehicles sold. In the first three months of the year, tax revenues from this tax amounted to $ 5,393 million, corresponding to payments made by owners of 48,534 cars. At the same time, the average tax came to $ 145,000.
How it affects the assessment
Cavem president, Carlos Dumay, said the tax is mainly affecting sales of diesel vehicles purchased by individuals, because if it comes to trucks for work if it belongs to a company- are free of tax.
The formula for calculating the amount of tax considered, among others, the emission of nitrogen oxides (NOx). This is a pollutant which do not take advantage diesel to gasoline engines.
The general manager of the dealership Inalco, Osvaldo Rivas, said that up to a third of the lower new car sales are explained by the effect of the tax and the disincentive it implies for consumers. The remaining percentage is linked to higher prices by increasing the value of the dollar.
He argued that those who buy cheaper vehicles -less than $ 4 million- must raise money for the foot, which is generally 20% of the value, and now must also release the lien. Therefore, in many cases people he maintained postpone for a month the purchase decision.
Rivas said that "what made the Executive was to lower the floor level of industry sales." He added that in 2015 will cease to sell some 25,000 units exclusively by the effect of "green" tax, nearly a month of sales for the sector.
Carlos Dumay, meanwhile, projected that this year 60 thousand vehicles less than in 2014, when about 337,500 units will be sold traded.
